亞太經合組織(APEC)第三十三次領導人非正式會議將于11月在深圳舉行。近日,本報駐京記者采訪了國家發(fā)展改革委區(qū)域發(fā)展戰(zhàn)略研究中心研究室主任、研究員劉???,暢談“APEC‘深圳之約’”。
向世界展示開放自信充滿創(chuàng)新活力的中國
“在深圳舉辦APEC會議,是國家對深圳經濟特區(qū)發(fā)展成就的高度認可,更是我國擴大高水平對外開放堅定信心的展現(xiàn)?!眲⒈?f,深圳是我國最早的經濟特區(qū),也是中國特色社會主義先行示范區(qū)。作為中國APEC第三城,期待深圳以先行示范的生動實踐,向世界展示一個開放自信、充滿創(chuàng)新活力的中國。
他說,近年來,深圳陸續(xù)舉辦了多個大型國際會議、國際賽事,每年接待數(shù)十位國家元首和政府首腦,在場館設置、會議接待、交通組織、志愿服務、新聞宣傳等方面積累了豐富經驗。深圳面向亞太前沿,擁有現(xiàn)代化的城市基礎設施、便捷的國際航空樞紐。深圳擁有舒適的氣候和景色,既有繁華現(xiàn)代的深圳灣,也有景色宜人的大小梅沙,能夠承擔好會晤交往等復合功能,為APEC留下“中國印記”作出最大程度貢獻。
“作為一座改革、開放、創(chuàng)新之城,建立經濟特區(qū)40多年來,深圳的發(fā)展取得舉世矚目的成就,書寫了世界發(fā)展史上的奇跡。不少國家對此由衷欽佩,也很感興趣。”他特別指出,此次會議,將讓各經濟體領導人近距離感受中國發(fā)展的巨大成就,包括國際一流的營商環(huán)境,充滿活力的經濟脈動,文明進步的社會風尚、富裕幸福的居民生活等。這將有助于以更直觀的體驗向國際社會傳遞真實、立體、全面的中國形象,其意義和影響遠超會議本身。
加快建設更具全球影響力的現(xiàn)代化國際城市
劉??硎荆k好APEC會議,必將大大提升深圳的國際知名度、影響力和吸引力,為深圳邁向更具全球影響力的現(xiàn)代化國際城市注入強勁動力。
他具體分析指出,從以往舉辦城市的經驗看,通過舉辦APEC會議,可以大幅提升城市的全球能見度、可信度,高效傳播城市良好的建設風貌和營商環(huán)境,增強全球高端要素配置能力,加速全球資源的集聚。
“深圳通過進一步完善國際化設施和服務,特別是通過辦會檢驗城市在外國人來深旅游、居住、醫(yī)療、教育、消費等方面的便利程度,完善國際化的標識體系建設和場景打造,將更好吸引世界一流人才、創(chuàng)新團隊和全球游客,加快建設更具全球影響力的現(xiàn)代化國際城市的步伐?!彼f。
“APEC成員是深圳主要貿易伙伴,經貿黏性無可替代。”他還表示,深圳作為粵港澳大灣區(qū)中心城市和核心引擎之一,APEC會議的舉辦,將引領大灣區(qū)加快深度融合,推動深港進一步攜手打造最具國際競爭力的“雙子星”,向全球樞紐躍升,為中國式現(xiàn)代化提供堅實支撐。
為亞太繁榮發(fā)展注入新的動力和活力
“‘十五五’時期是我國基本實現(xiàn)社會主義現(xiàn)代化夯實基礎、全面發(fā)力的關鍵時期?!眲⒈?f,作為改革開放排頭兵和多重國家戰(zhàn)略交匯之地,深圳應抓住APEC會議的重大機遇,聚焦國家重大戰(zhàn)略需求和未來發(fā)展趨勢,全面提升城市能級和國際影響力,并進一步全面深化改革,擴大高水平開放,以全方位先行示范的生動實踐助力全國發(fā)展,也為亞太的繁榮發(fā)展注入新的動力和活力。
他建議,未來,深圳應持續(xù)釋放APEC會議的帶動效應,積極爭取國際組織及其分置機構落戶深圳,大力引進和謀劃一批國際知名展會、論壇,織密國際合作網絡,形成“長尾”效應,賦能深圳科技創(chuàng)新和產業(yè)創(chuàng)新,積極培育發(fā)展新質生產力,打造全球人工智能和低空經濟高地,加快建設全球重要的領先的先進制造業(yè)中心和具有全球重要影響力的產業(yè)科技創(chuàng)新中心。
“同時,深圳應積極對標全球城市,提升城市國際視野,健全全場景全鏈條的涉外服務體系,集中推出一批國際化建設樣板,建設更具吸引力的國際化人才高地?!彼€建議,深圳應充分發(fā)揮自己的優(yōu)勢,為全國乃至亞太的科技創(chuàng)新和實體經濟發(fā)展提供更強有力的支撐,為亞太共同體建設和共同繁榮貢獻深圳智慧。

‘Shenzhen Wisdom’: A catalyst for Asia-Pacific prosperity

The 33rd APEC Economic Leaders’ Meeting will take place in Shenzhen this November. Liu Baokui, director of the Regional Development Strategy Research Center of the National Development and Reform Commission, recently shared his insights on the summit’s significance for both the city and the broader Asia-Pacific region.
“Choosing Shenzhen as the host city reflects the central authorities’ profound recognition of its development,” Liu said. “It also signals China’s unwavering commitment to high-level opening up.” As China’s first special economic zone, a pilot demonstration area for socialism with Chinese characteristics, and the third Chinese city to host the APEC summit, Shenzhen is expected to show the world an open, confident, and innovation-driven China.
Liu noted that Shenzhen is well prepared for the diplomatic spotlight. In recent years, the city has hosted numerous major international conferences and sporting events and received dozens of heads of state each year. It has built a robust infrastructure for international diplomacy, ranging from world-class venues, logistics, and transportation to professional volunteer services. Combined with its pleasant coastal scenery, Shenzhen is poised to leave a lasting “Chinese imprint” on the APEC legacy.
The summit offers a rare opportunity for world leaders to witness what Liu describes as a “miracle in the history of world development.” Over the past four decades, Shenzhen has evolved from a fledgling economic experiment into a global powerhouse.
“The meeting will allow leaders to see firsthand China’s world-class business environment, vibrant economic dynamism, and the prosperous lives of its residents,” Liu said. He emphasized that the summit’s impact will extend far beyond the event itself, projecting a multidimensional and authentic image of a modernizing China to the international community.
Liu noted that hosting APEC will significantly elevate Shenzhen’s global profile, providing a powerful catalyst for its evolution into a top-tier international metropolis. Drawing on the success of previous host cities, he explained that such summits enhance a city’s global visibility, credibility, and ability to attract high-end global resources.
“By using this event to stress-test and refine its international services — from healthcare and housing to multilingual signage — Shenzhen will become an even more magnetic hub for global talent and tourism,” Liu said.
He stressed that the event will deepen integration within the Guangdong-Hong Kong-Macao Greater Bay Area and strengthen the “twin-star” synergy between Shenzhen and Hong Kong, helping the duo ascend to an even more dominant position as a global hub.
As a pacesetter for reform and a testing ground for national strategies, Shenzhen must seize the APEC summit as a prime opportunity to elevate its urban capacity and global reach, expanding high-level opening up, drive national development, and inject fresh vitality into the Asia-Pacific region.
To maximize the summit’s “l(fā)ong-tail effect,” Liu suggested that Shenzhen leverage the event’s spillover effects to attract international organizations and host world-renowned forums. These efforts will empower the city’s technological innovation, cultivate new productive forces, and transform Shenzhen into a premier hub for AI, the low-altitude economy, and advanced manufacturing.
Shenzhen is tasked with benchmarking itself against the world’s elite cities. Liu believes that by improving foreign-related services and establishing internationalization demonstration zones, Shenzhen will become more appealing to global talent and innovators. He further suggested that Shenzhen bolster its support for technological innovation and the real economy throughout the Asia-Pacific, contributing “Shenzhen Wisdom” to the region's shared prosperity.
“The APEC meeting is a window to showcase the practice of Chinese modernization,” Liu concluded. “Through Shenzhen, the world will see a compelling answer to the future of Asia-Pacific cooperation and shared prosperity.”

Boasting a 2,000-year history, Shu brocade is celebrated for its symmetrical patterns, vibrant colors, and bold contrasts. A quintessential craft of the Han Chinese, it embodies a distinctive regional aesthetic and was inscribed on the UNESCO Representative List of the Intangible Cultural Heritage of Humanity in 2009.
Ninth Stop: Shanghai,China
The Ninth APEC Economic Leaders’ Meeting was held in Shanghai on October 21, 2001, marking China’s first time hosting the event. Under the theme “Meeting New Challenges in the New Century: Achieving Common Prosperity through Participation and Cooperation,” leaders discussed global and regional economic landscapes, human resource development, and APEC’s future direction. The meeting adopted the APEC Leaders’ Declaration and the Shanghai Accord. As a symbol of unity, the leaders wore traditional Chinese Tang suits for the group photo. Notably, in response to the September 11 attacks, they issued the APEC Leaders’ Statement on Counter-Terrorism.
Shanghai, a municipality directly under the Chinese Central Government, is a world-class megacity. Spanning 6,340.5 sqkm and home to 25 million permanent residents, it serves as the vibrant core of the Yangtze River Delta city cluster. Shanghai is an international powerhouse in economy, finance, trade, shipping, and technological innovation.
